How relays are chosen

Once a day, the provider reads the relay reports (NIP-66) that monitors published in the last day, and makes candidates of the 100 relays seen by the most monitors, at least 1 monitor each.
Discovery keeps one relay per host, so that a relay that answers on any path takes one place: a pinned relay holds its host, then a listed one, then the one seen by the most monitors.
A discovered relay is dropped for 30 days once it has failed every probe for 7 days, or refused every probe for 24 hours because it asks for payment, auth or proof of work, blocks the provider, or its domain does not exist.
Every hour, the provider publishes its own relay list to each candidate and reads it back, without auth.
A new list starts up for 14 days, or until the admin ends the start-up: nobody relies on it yet, so relays join as soon as they pass.
After the start-up, a relay joins once it has passed every probe for 7 days, in turn: the list grows by an eighth of its size a week at most, so that the home relays of each user change by about one a week.
While the list has fewer than 8 relays, pinned relays join as soon as they pass, then the discovered ones seen by the most monitors.
A relay listed before it passed every probe for 7 days is on trial: until it has, it leaves as soon as it fails beyond a brief outage.
Any other listed relay leaves once it has failed every probe for 3 days.
A run of passed probes goes on through one outage a day shorter than 3 hours, unless the relay lost the relay list it held or refuses by policy.
